Lara Howe Stenberg

Lara Howe Stenberg is a co-owner and managing director of SECURUS Strategic Trade Solutions, LLC. Ms. Stenberg specializes in foreign trade legal and regulatory development, strategic trade control, illicit trafficking in military and dual-use commodities, and trade regulations in Central and South America, Southeastern Europe, Central Asia, and the Middle East. She has worked with governments in Albania, Kazakhstan, Kyrgyzstan, Montenegro, and other countries to draft foreign trade licensing, enforcement, and public outreach statutes and regulations. Ms. Stenberg has evaluated and provided recommendations to governments on trade licensing systems, customs controls, border security, and industry outreach in more than a dozen countries. She also has provided training to officials in more than 20 countries on proliferation awareness, how to enforce and promote compliance with trade regulations, and industry outreach.

Ms. Stenberg has consulted with multinational enterprises in the chemicals, arms, telecommunications, automotive, industrial equipment, and other industries. She has conducted audits of foreign trade internal compliance programs, developed internal compliance policies, procedures, and transactional screening mechanisms, and consulted with companies on foreign trade regulatory applicability and compliance in Asia, the European Union, Latin America, the Former Soviet Union, and other regions.

Ms. Stenberg has worked in international affairs for over 17 years. She has served as a fellow with the Project on International Security, Commerce, and Economic Statecraft (PISCES) at the University at Albany, State University of New York (SUNY) since 2010. She previously worked for the U.S. Department of Commerce Bureau of Industry and Security (BIS).

Ms. Stenberg has a JD from the George Washington University Law School and a bachelor’s degree from Goucher College.
